Richard J. (Rich) Formella, DBIA, PMP, CPPO,  is the President of Design-Build Strategic Solutions LLC., a procurement process consulting firm, and he serves as the Director of Owner Support and Resources for DBIA.  He has over 33 years of federal procurement experience with the Departments of Justice (DOJ) and Homeland Security (DHS) primarily in acquisition of Architectural, Engineering, and Construction services using varying delivery methods and contract types. 

During his time with DOJ he served as  Chief of Construction Contracting for the Federal Bureau of Prisons which supported the multi billion dollar new federal prison construction contracting program.  At DHS he served as the Chief Procurement Officer for the Federal Law Enforcement Training Centers and provided design and construction contracting support to the Science & Technology Directorate for their $1.5 billion construction program for new bio-defense laboratories and explosives technology detection laboratory construction program.
