DBIA Introduction to Public-Private Partnerships for the Design-Builder (Beta Test Course) - September 30, 2021 - Washington, DC

This course is focused on Public-Private Partnerships (P3) for the Design-Builder. It is designed for both public and private sector design-build knowledgeable professionals with a slant towards private sector design-build practitioners. Included within the course design are modules that highlight the key differences between P3 and Design-Build procurement, project execution, and risk considerations, and how the private sector financing and long term operations and maintenance obligations change the technical considerations of a project.
- Attendees will get an understanding of how public-private partnerships are typically executed in the U.S.
- Attendees will get an understanding of the differences between public-private partnerships and design-build project delivery, including procurement and project execution.
- Attendees will get an understanding the of the legal and risk considerations specific to public-private partnerships.
- Attendees will get an understanding of how the private sector financing and long-term operations and maintenance obligations change the technical considerations of a public-private partnership.

Mr. Girard is Group Head for Plenary Group’s Civil Division. In this capacity, Matt is responsible for project development, delivery, and asset management, teaming and business development for all Plenary Group Civil projects in North America. Matt has over 30 years of hands-on experience in the heavy-civil construction industry and has been involved with the successful pursuit and delivery of public-private partnership (P3) projects in both the U.S. and Canada over the last 15 years.
Steven DeWitt, P.E.

ACS Infrastructure Development, Inc.
Steve leads ACS Infrastructure's US business development efforts as well as helping provide leadership throughout the procurement and implementation process of P3’s in the U.S. for ACS. He also serves on various project co. boards and is the CEO of the operating company for the Angels Flight Railway (a historic funicular in downtown Los Angeles).
He has over 35 years of experience in both the public and private sectors having served for 30 years in various leadership capacities at the North Carolina Department of Transportation including the NC Turnpike Authority.
He has over 25 years of experience in alternate delivery including leading the development of NCDOT’s design-build program, leading NCDOT’s first P3 procurement, serving on a wide variety of industry and public sector advocacy group committee’s and boards, and assisting with design-build and P3 related research for FHWA, AASHTO, and NCHRP.

Martijn Bolster has over 20 years experience in Design-Build and P3 pursuits and projects, including large and fast-paced bridge-, roadway- and tunnel-projects throughout North America, Europe and KSA.
As the Alternative Project Delivery Practice Lead for Parsons Construction, Martijn manages all technical aspects of their pursuit of mega-projects with a focus on innovative construction methods, design management and interdisciplinary solutions.

Nossaman LLP Partner Andrée Blais advises public agencies in the U.S. and Canada on complex transportation and social infrastructure developments. Some of these projects include the Los Angeles County Metropolitan Transportation Authority’s Sepulveda Pass, Los Angeles World Airports’ Automated People Mover and Consolidated Rental Car Center, Sonoma Government Center P3, and University of California Merced’s 2020 Campus Expansion. She started her legal career with a clerkship for the Supreme Court of Canada’s Hon. Frank Iacobucci.
