This project is recognized and celebrated as a resounding success, exceeding expectations, finishing on time and within budget. To date, MoDOT's use of Design-Build Project Delivery has excelled at bringing great value and innovation to challenging projects. Originally conceived as a series of rehabilitation projects for the corridor, the Design-Build approach allowed combining the series of projects into one corridor approach, identifying improvement goals for the corridor and delivering those improvements. The improvements addressed safety and mobility while upgrading the rehabilitation expectation to a replacement of the aging infrastructure while maintaining the corridors capacity for the traveling public during construction.


1. Identify the opportunity to combine adjacent rehabilitation projects into a corridor approach.

2. Develop project goals that provide expectations for success without prescribing that success.

3. Realize the economy of scale, the creativity of Additional Applicable Standards and the competitiveness of the procurement process.

Perry Allen, PE

Assistant District Engineer

Missouri Department of Transportation

Perry attended the University of Missouri-Columbia where he earned a Bachelor of Science Degree in Civil Engineering in 1990. He is a Registered Professional Engineer in the state of Missouri and Kansas.Perry began his career with the Missouri Department of Transportation in February of 1991 in the Kansas City District as part of the Construction Department.  He has held the position of Inspector, Resident Engineer, Area Engineer and District Construction Engineer until 2016 at which time he accepted the position of Project Director for the 435 South Loop Link Design-Build Project.

In 2018, Perry was named Assistant District Engineer for Program Delivery for the Kansas City District.  He has a total of 29 years of experience in transportation engineering, construction engineering, contract administration, project management and Design-Build project procurement.

Radmacher Brothers Excavating

Ben Cummings is a project manager and estimator for Radmacher Brothers Excavating Company.  Since 2014, Ben has worked on many varying projects with multiple delivery methods in the Springfield and Kansas City Missouri region.  Ben served as Construction Manager for the I-435 South Loop Link project.

Nicholas is a Civil Engineer and Vice President with Wilson and Company, Inc., Engineers and Architects.  He has focused the last 12 years of his career focused on delivering major Transportation Design Build projects throughout the Midwest and West. He recently served as Design Manager for the $65 million I-435 South Loop Link Design Build Project in Kansas City, Missouri.
