The LIRR Expansion Project is focused on providing a third track to a 10-mile segment of the railroad. To ensure rapid delivery, MTA Construction and Development selected a DB delivery model. An Arup and Jacobs joint venture team is providing oversight of the DB. To aid the agency in establishing best practices, the PM team developed a range of customized digital tools and workflows designed to improve transparency, streamline information sharing, measure performance, and enhance coordination. Utilizing a variety of applications and technologies along with data pulled from numerous stakeholders, the tools track everything from technical compliance to construction activity.
Objectives:
1. Determine best Project Information Management System to use in order to facilitate effective reporting.
2. Define effective KPIs to ensure productive communication of project information to stakeholders.
3. Define level of effort of reporting needed for scale of a project.
4. Demonstrate to project stakeholders the benefits of digital tools and reporting, and how they will provide transparency and enhance overall coordination.

Colleen Hoffman is a Senior Project & Program Manager in Arup’s New York office. She is responsible for project controls and commercial management on infrastructure sector projects primarily in the New York area. She is currently the Deputy Commercial Manager for the LIRR Expansion Project.

Peter Guest
Principal
Arup
Pete Guest is a Principal of Arup, and the Americas Rail Business Leader. As a project and program manager, Pete has extensive experience involving project planning, scope development, fee preparation, and change order negotiation. He has led negotiations for large, complex engineering and rail and transit projects, and has been involved in projects that required large-scale international staff deployment and supervision of large teams and subconsultant staff. In addition, he has extensive rail and transit infrastructure design build experience, leading large, multi-disciplinary teams to successfully execute domestic and international projects exceeding $1B in constructed value.

Timothy Kaiser
Deputy Construction Compliance Manager
MTA - New York
Tim is a licensed Professional Engineer working as an Engineering Manager with MTA Construction & Development. Transferring from the private sector, Tim was hired as part of the MTA transformation effort to implement design-build project delivery for all capital projects greater than $25m. He is currently serving as Deputy Construction Compliance Manager for the LIRR Expansion Project.
