Three panelists from the Office of Construction and Facilities Management representing the Planning, Acquisition and Execution functions will discuss how they established the Design-Build IDIQ for VA’s Major Construction Program at CFM. This session will explain the design-build multiple award contract vehicle, the process in developing the planned design-build IDIQ scheduled for solicitation in FY22, market research results and the strategy to implement a design-build IDIQ for a major construction program.

Thom is president of TDK Consulting, LLC, A VA Certified Service Disabled Veteran Owned Small Business, specializing in health systems design, organizational performance, business and operational planning, and infrastructure strategies for both the public and private sector.
While on Active Duty, Thom served from May 2004 to June of 2009 as the Senior Military Advisor and Chief of Staff to the Assistant Secretary for Health Affairs in the Office of the Secretary of Defense at the Pentagon. From May 2002 he led planning, budgeting, and acquisition of all DoD medical facilities as Director, Facility Life Cycle Management Operations, in the Office of the Assistant Secretary of Defense for Health Affairs.
Zebulon Fox

Office of Facilities Acquisition (OFA), Construction and Facility Management (CFM)
Zebulon Fox serves as the Associate Executive Director for the Office of Facilities Acquisition (OFA) within the Office of Construction and Facilities Management (CFM). As the Associate Executive Director of OFA, he oversees CFM’s Major Construction and Architect and Engineering (A/E) contracting program as well as CFM’s procurement policy office, acquisition career management, and interagency support program. Dr. Fox serves as the principal advisor to the Executive Director of CFM by providing procurement oversight and guidance to effectively manage the Major Construction Program, in addition to seismic corrections, physical security, and historic preservation of VA’s facilities.
Dr. Fox retired from U.S. Army Reserves in 2021 with military service including OIF/OEF deployments. Prior to Dr. Fox’s appointment, Dr. Fox served as the CFM Director of AE Construction Contracting Policy Service. Dr. Fox’s career at VA began at the VA Acquisition Academy as a member of the Acquisition Fellow class of 2009. Dr. Fox earned a Doctorate in Business Administration from Walden University in 2019 and maintains FAC-C Level III, LCP Level II, and FE/C Level I certifications.
Ross A. Davidson, DBIA, Assoc. AIA, FHFI

Ross Davidson is the Associate Executive Director for the Office of Facilities Planning (OFP) at the Department of Veterans Affairs (VA). A retired U.S. Army Colonel, he has extensive experience in planning, design, construction, and logistics of medical and research facilities. He received several awards for his service, including the Legion of Merit and the Bronze Star. Ross holds multiple advanced degrees, including a Master of Urban Design and is a Fellow with the Health Facility Institute.
Christopher Castle

Dr. Castle oversees designs and construction of the Department’s major construction program for projects greater than $20 million totaling over $1 billion annually of health, cemetery and supporting facilities that serve our Nation’s Veterans including seismic corrections, physical security, and historic preservation. Prior to joining the VA, he provided management consulting services to the public and private sector clients including the VA and the US Army and others. In his nearly 30-year Army career he served in a full spectrum of assignments in health facility planning, acquisition, design, construction and operations, and health plan acquisition. He commanded a community hospital and an academic medical center which anchored two regional health systems. He is a Veteran of Operation Enduring Freedom where he oversaw theater medical planning and medical evacuation for Coalition Forces in Afghanistan. His awards and decorations including the Defense Superior Service Medal, Legion of Merit (2 awards), Bronze Star, Expert Field Medical Badge, Office of the Secretary of Defense Identification Badge, Army Staff Badge, and Order of Military Medical Merit among numerous others. Dr. Castle is a native of Pittsburgh, PA.
