More than Contractor “Bring Your Own Designer”: Insights from UDOT’s First PDB

Considering the complexities many DOTs face when reconstructing heavily urbanized corridors that may have delayed environmental clearance, ongoing right-of-way acquisitions, extensive utility relocations, and/or competing community preferences, the Utah Department of Transportation (UDOT) selected the progressive design build (PDB) delivery method to complete its $527M US-89; Farmington to I-84 freeway conversion and widening project.This presentation will focus on the real-world application of PDB delivery, with a panel—consisting of the Owner, its program manager, and the contractor/designer—all discussing lessons learned (what can be done better) and best practices (what’s been working) to provide: ? Maximum project value that promotes timely Owner decision-making and early contractor/designer engagement when finalizing the project’s scope, driving innovation in response to community needs and geographical limitations, and expediting the construction schedule. ? A fair and reasonable price, while adhering to legislative requirements and a DOT’s goal for pricing transparency.? Tailored risk allocation and customized contract terms that mitigate third-party (utility and right-of-way) constraints, overcome budget shortfalls, and transfer risk responsibility to the team member best positioned to resolve the issue. ? Streamlined quality control and quality assurance efforts that reduce project cost, improve testing/inspection efficiency, and ensure quality work is constructed.

Brian is a Principal at Horrocks Engineers with over 25 years of experience in transportation engineering. Brian is an established design manager who specializes in successfully delivering projects with unique design challenges and is intimately familiar with the Design-Build and CMGC processes. He served as Horrocks’ project manager on the US-89 Progressive Design-Build project’s design team along with Michael Baker International.

Mike Romero, S.E.

Mike Romero has been with the Utah Department of Transportation for 20 years. During his career he has worked on numerous large design-build and CMGC projects in varying roles including the Original I-15 Reconstruct, the I-15 CORE project and the Riverdale Road project. He is currently the Project Director on the US-89 Farmington to I-84 Progressive Design-Build Project.

Bryan has 21 years of experience in the Heavy/Highway and Civil Construction industry working on complex transportation projects with alternative delivery methods with the Utah, Idaho and California departments of transportation. As a Project Manager with over 16 years of Design-Build and CMGC experience, he has managed projects with funding limitations, compressed timelines, geotechnical risks, new delivery methods and high stakeholder commitments. He is the project manger of Utah's first PDB.

Tim Rose, P.E.

Senior Project Manager

Tim graduated from the University of Utah with a BSCE in 1988. Tim is a senior project manager for WSP with over 34 years (29 years at Utah Department of Transportation) of experience in civil transportation engineering. Tim’s experience includes construction engineering; program management; design and construction quality; structural design and alternative project delivery, such as CMGC, design-build and progressive design-build. Tim is currently the program manager for the US-89 PDB project in Utah.
