The Enhanced Station Initiative (ESI) is an ambitious program to rehabilitate and enhance existing New York City Subway stations under an aggressive schedule, using Design-Build contracts, a delivery method not previously used by NYCT. The presentation will elaborate on the execution of the program, beginning with the decision to use Design-Build delivery, development of the RFP documents, the bid phase, and the post award process.


1. How Design-Build delivery can be effective when opportunities for creativity are limited and the owner has specific aesthetic requirements.

2. How to develop the request for proposal documents.

3. How to incentivize contractors to maximize quality and reduce design and construction schedules.

4. How to develop a design review program for multiple, concurrent projects.

Mr. Corsten is an Associate Principal in Arup’s Los Angeles office. He is an internationally experienced engineer who has worked extensively on public and private transportation, land development, and building infrastructure projects as well as serving as a government advisor. He is experienced with design-build delivery. His capabilities and skills include management, coordination, planning and development of transportation and building infrastructure projects, and construction management.

Dennis Lowenwirth, PE

Senior Engineer


Mr. Lowenwirth is a Senior Engineer in Arup’s New York office. He is an experienced structural engineer with a strong background supporting building and transportation design in both design-build and design-bid-build delivery. His capabilities and skills include advanced structural design, management, planning and development of building and transportation infrastructure projects, and construction management.

Craig Covil, PE, Assoc. DBIA

Managing Director Infrastructure Development

Halmar International LLC

Mr. Covil is Managing Director for Itinera Infrastructure & Concessions and Chief Development Officer for Halmar International and is responsible for coordination, project origination, teaming, technical strategy for solicited and unsolicited proposals, and project development and delivery for major Design-Build and P3 projects. He has supported major programs globally and most recently several major programs for the MTA in New York City.

Brian Liona, AIA, LEED AP BD+C

ESI Design Manager

New York City Transit Authority MTA

Design Manger, New York City Transit Construction and Delivery group. Design professional with over 20 years experience in the design, procurement, and construction of transit facilities and supporting buildings and infrastructure. Recently lead a team of in-house Engineers supporting a major design-build program rehabilitating 20 stations throughout NYC.  Registered Architect and LEED AP BD+C.
