The Virginia Department of Transportation (VDOT) has been a leader in the development of Design Build and Design-Build Done Right for decades. With the advancement of Progressive Design Build (PDB) within the industry and VDOT’s determination of having the legal authority under DB legislation to utilized PDB, VDOT took a proactive approach to develop PDB for Transportation Project. Working shoulder to shoulder with industry leaders from both design firms and contractors, procurement documents were developed that brought together the Virginia way of Design Build with the nationwide advancement of PDB in other industries and other states. The panel will share the legal authority determination and development of the solicitation, contract documents as well as pricing documents. A key component of a successful PDB is Open Book Pricing (OBP). This presentation will explain the use of OBP used in Virginia for a rural mountain roadway widening. What worked, what did not work, and lessons learned will be discussed from the Owner’s side as well as the Design Builder side.

Shailendra is the State Alternative Project Delivery Engineer at Virginia Department of Transportation (VDOT). He leads VDOT's Alternative Project Delivery Program and provides Strategic Direction for the delivery of large complex Transportation Projects using Alternative Contracting Methods. Mr. Patel has more than 30 years of experience in Transportation Projects. Mr. Patel is a licensed professional engineer, Designated Design-Build Professional (DBIA) and serves as a member of the DBIA National Board of Directors.

Gary Johnson is a Professional Engineer and DBIA Professional. He has focused his career on bridge design and the development to the design-build practice. He has delivered design-build projects of varying sizes in multiple states and prides himself on building strong relationships with clients and contractors. He serves on the Virginia Department of Transportation / Virginia Transportation Construction Alliance (VDOT/VTCA) Design-Build Committee and is Chairman of the DBIA National Certification Board.

He joined Branch in 2016 and has served in several positions beginning as Vice President of Design-Build for Branch Civil. Jason oversees The Branch Group's Alternative Project Delivery program for the civil, building and MEP business units: Branch Civil, Branch Builds and Hopkins | Lacy.
