Similar to the Owners’ Forum format, but exclusively for industry practitioners, this session will discuss the most cutting-edge issues impacting our industry. The interactive format will encourage input from all attendees to ensure that multiple views and perspectives are heard, with the goal of learning from each other to advance design-build project delivery and to foster successful projects and success for all players on the team

Philip Sheridan, PE, FDBIA

Clark Construction Group, LLC

Philip J. Sheridan, P.E., DBIA has a BS from WPI in Civil Engineering with a concentration in structural design and has over 32 years of experience in the design and construction industry. He is a licensed PE in several jurisdictions and is a DBIA Designated Professional. He currently is a Senior Vice President of Clark Civil, LLC the heavy civil infrastructure division of the Clark Construction Group, LLC based in Bethesda, MD where he has worked for the last 20 years. In this role he principally leads the division’s Alternative Delivery pursuit and construction of Rail and Highway infrastructure projects. Throughout his career he has worked on projects in nearly every sector of the infrastructure industry including water and waste water, marine piers, highway, heavy and light passenger rail, Class 1 freight rail, highways, tunnels and aviation.

David Pupkiewicz

Archer Western Construction (a Walsh Group Company)

David Pupkiewicz is the Senior Director of Business Development for Archer Western’s Heavy Civil– SE Division. Dave has over 30 years of DB experience spanning numerous market sectors including highways, bridges, airports and transit/rail. His role involves opportunity tracking, team creation, contract negotiation and pursuit management. He has been actively involved in the development and improvement of DB processes for several state DOTs and was recognized with Fellow status as a DBIA Designated Design-Build Professional.

Leigh Lilla, P.E.

Project Manager

David Nelson Construction, Inc.

Leigh Lilla is a senior project manager for David Nelson Construction Co. and has been with the company for 13 years. She is currently involved with various projects for FDOT, Hillsborough County and the Pinellas Suncoast Transit Authority (PSTA). She graduated with a bachelor’s degree in Civil Engineering from Florida State University. She is a certified general contractor, a professional engineer, and a LEED accredited professional.

David specializes in alternative delivery, and has experience with all aspects of heavy civil construction. David has successfully pursued and managed more than $7.42B in bid-build construction projects. Since 2002, he has managed 89 design-build/public-private partnership pursuits valued at $24.62B. and has been the DB Manager for 20 DB/PPP projects valued at $5.52B. His experience expands over 30 states and five countries. He leverages his understanding of design-build procurement to create solutions driven project teams.
