2023 Virtual Progressive Design-Build Done Right (October 11)

The flexibility of design-build project delivery allows an Owner to choose among various approaches for procurement and contracting. In progressive design-build (PDB) the Owner “progresses” towards a design and contract price with the team, making it an increasingly popular delivery option. Using real-world case studies of exceptional outcomes, taught by some of the nation's most experienced PDB Owners and practitioners, this course will help participants:
Gain insight into the flexibility of design-build project delivery and the trade-offs, key considerations and opportunities of the various procurement approaches. (8 CEHs)
- Understand how Design-Build Done Right® best practices and principles apply to Progressive Design-Build (PDB).
- Take a deep dive into PDB, including a close look at what it means, key characteristics and how to determine if PDB is right for a project.
- Learn key elements of successful procurement, contracting and post-award execution for PDB.
The DBIA Virtual Training classroom is not an “online” experience, but instead a true “virtual” experience. It allows remote attendees a real-time participant experience, fully engaged with their instructor and others in the classroom. Full engagement is critical As such, the following is required for those joining the classroom virtually:
- You MUST have video/camera capability on the computer you will be using;
- You MUST keep your video/camera on during the entirety of the training (you may turn it off during breaks and lunch). Each participant is expected to be visible as a class participant throughout the training, just as it would be if you were physically in the classroom;
- Please find a quiet location that will have minimal distractions/disturbances;
- Please Mute your microphone when you are not speaking; and
- Remain in the virtual classroom during class activities as they, too, will take place virtually and you are expected to participate.
DBIA instructors and staff will actively monitor your attendance and reserve to right to decline issuance of a certificate of completion should virtual attendees not actively participate based on the rules above.

Robynne Thaxton, JD, FDBIA
Attorney, Thaxton Parkinson, PLLC
Robynne Thaxton is a Seattle based lawyer and consultant and a leading expert in construction law and alternative procurement both in Washington State and on a national basis. She is the principal and founder of Thaxton Parkinson PLLC and Progressive Design-Build Consulting, LLC. In addition to being a DBIA instructor since 2005, Robynne served for seven years on the National DBIA Board of Directors and currently serves as the Chair of the DBIA National Progressive Design-Build Committee. She is also in the inaugural class of DBIA “Fellows”. Robynne was a member of the Washington State Capital Projects Advisory Review Board from 2019-2023. Robynne is AV rated by Martindale-Hubble and has been named as a Washington Super Lawyer from 2010 to 2023. Robynne’s practice primarily focuses on developing design-build procurement and contract documents for public owners. In addition to traditional design-build projects, she has worked on more than 30 progressive design-build projects worth over $5 billion. Representative clients include Toronto Transit Commission, Bonneville Power Administration, the Port of Seattle; the Cities of Spokane, Seattle, Tacoma, Portland and Wenatchee; the State of Washington; WSDOT; and Western Washington University. Robynne received her undergraduate degree from the University of Texas at Austin and her law degree from the University of Colorado, Boulder School of Law.
San Francisco International Airport
Geoffrey W. Neumayr, SE is the Chief Development Officer for the San Francisco International Airport Planning, Design & Construction Division. He is responsible for the planning, design and construction of all the airport’s maintenance & capital projects. He received his Bachelor of Science degree in Architectural Engineering from California Polytechnic State University, San Luis Obispo in 1984. He holds both a civil and structural engineer license in California, Nevada and Florida. Geoff has over 30 years in design and construction and has been responsible for the Project Management of some of the San Francisco Bay Area’s most prestigious projects including the San Francisco International Airport BART Station and the newly completed Terminal 2 project. He is a vocal advocate of the team concept for the design and construction of public infrastructure projects, and is a proponent of the use of Progressive Design Build as implementation approach for integrated project delivery. Geoff also is a huge advocator for Structured Collaborative Partnering as the foundation for high-performing collaborative teams. He has established a reputation within the industry as a leader in the collaborative delivery philosophy of delivering projects with exceptional outcomes. As a designer, builder, owner’s representative and now an owner, Geoff brings a unique insight to the design and construction process. Geoff currently serves on the advisory board for the Cal Poly College of Architectural & Environmental Design’s Architectural Engineering department.
William D. Shepler, PE, DBIA
William (Bill) Shepler is a Registered Engineer whose career as a planner, designer, contractor and manager has provided him with a wide range of extensive experience in developing, designing, financing, managing, constructing and closing out a multitude of public and privately owned projects. He utilizes his unique management skills to analyze the existing conditions, to evaluate the project needs and to sort through the conflicting points of view in order to firstly, establish a foundation that defines the criteria for the project’s program, design, budget, schedule and proforma and secondly, to forge methods that
delivers the desired results. Bill’s entire professional career has been focused on serving project owners by providing them with the assurance that their needs are addressed, their interests are protected and their project risks are being managed. His planning and management skills and procedures have led to many successful projects. Bill’s projects are always cost effective and completed in a timely manner, and his clients are satisfied.
Bill has extensive planning, development, management and implantation experience of projects ranging from governmental, justice, educational, medical, religious, corporate and commercial facilities. As the President and CEO of PMSIinc, he takes pride in the
