2025 Introduction to P3 for the Design-Builder - April 22 (Nashville, TN)
This course is focused on Public-Private Partnerships (P3) for the Design-Builder. It is designed for both public and private sector design-build knowledgeable professionals with a slant towards private sector design-build practitioners. Included within the course design are modules that highlight the key differences between P3 and Design-Build procurement, project execution, and risk considerations, and how the private sector financing and long term operations and maintenance obligations change the technical considerations of a project.

Steven DeWitt, P.E., DBIA
ACS Infrastructure Development, Inc.
Steve leads ACS Infrastructure's US business development efforts as well as helping provide leadership throughout the procurement and implementation process of P3’s in the U.S. for ACS. He also serves on various project co. boards and is the CEO of the operating company for the Angels Flight Railway (a historic funicular in downtown Los Angeles).
He has over 40 years of experience in both the public and private sectors having served for 30 years in various leadership capacities at the North Carolina Department of Transportation including the NC Turnpike Authority.
He has over 30 years of experience in alternate delivery including leading the development of NCDOT’s design-build program, leading NCDOT’s first P3 procurement, serving on a wide variety of industry and public sector advocacy group committee’s and boards, and assisting with design-build and P3 related research for FHWA, AASHTO, and NCHRP.

Matt Girard, DBIA
Plenary Group
Matt serves as Group Head for Plenary Group’s Civil Division. In this capacity, Matt is responsible for project development, delivery, and asset management, teaming and business development for all of Plenary’s civil projects in North America.
Matt has 30 years of hands-on experience in the heavy-civil construction industry and has been involved with the pursuit and delivery of P3 projects in both the U.S. and Canada over the last 15 years.
Matt also has been involved with design-build projects for over 25 years, including pursuit and on-site management of projects as a contractor on over $2 billion worth of design-build projects. Prior to joining Plenary, Matt was a senior executive leading all business development efforts for one of North America’s largest heavy-civil contractors (Flatiron Constructors).
Matt serves the industry as a board member and/or committee member to multiple engineering and construction advocacy groups.
Matt has a Bachelors and Masters in CE from the University of Colorado, Boulder, and is a registered design-build professional with DBIA.
Craig Covil, PE, DBIA

Craig has been involved in D-B delivery for over 35 years, first in Australia then later in Hong Kong before arriving in the USA in 2001. Craig became a member of DBIA in 2005 Craig has attended several DBIA events including the annual conferences on Water and Transportation. Craig has a BSc and a MSc in Engineering. Craig undertook the formal DBIA training to become a Professional Certified Member in 2017. Craig undertook the DBIA “Dispute Boards for Projects Using Alternative Delivery Methods “course in June 2021.
Craig has attended all of the DBIA conferences at one time or another. Craig is an ardent advocate for the value and benefits of D-B. Craig has successfully advised public agencies into amending their procurement and delivery of major projects through the use of D-B. Craig's international experience from Australia, UK and Hong Kong in the delivery of mega infrastructure projects is extensive. Craig has lectured on project delivery of mega projects at MIT, Columbia and Cornell as well as universities overseas. He is an award-winning PE with major project delivery success. FIDIC, AREMA, ASCE, ACEC, ENR, ICE International, National, State and local project awards. Craig is a member of the Moles and the Beavers, as well as sitting on a number of charity Boards. Craig joined the NYC Metropolitan chapter committee in late 2019 just before Covid. He has been and remains an active member of the committee and presented to the National DBIA Board.
He was elected Chair of the NYC Metropolitan Chapter in July 2022. He has worked hard to grow corporate and individual membership. He arranged that Halmar sponsor ($20k) for the NYC Membership event in 2019 and helped arrange guest speakers. He has acted as informal mentor to individuals who wanted to join and get DBIA certification. He continues to be a positive voice for DBIA in the industry and is regularly providing positive and innovative feedback and experiences to and at DBIA events including recent Seattle (2023) conference.

Shant Boyajian, Esq
Nossaman, LLP
Shant, a partner in Nossaman LLP’s nationally recognized infrastructure practice, advises public agencies on a wide range of innovative methods to procure and deliver the nation’s largest, most complex infrastructure projects. Clients have found tremendous value in his deep experience in P3 delivery methods, including revenue risk and availability payment models, pre-development agreements, and other forms of alternative delivery, such as CMGC and design-build. Shant currently serves as the lead or key member of the legal teams supporting the Los Angeles County Metropolitan Transportation Authority’s Sepulveda Pass Rail Transit Program, East San Fernando Valley Light Rail Program, and Link Union Station Project; the Massachusetts Department of Transportation’s NEVI Program and Service Plaza Operator Program; and the Louisiana Department of Transportation and Development’s I-10 Calcasieu River Bridge P3 Project.
Shant is one of the nation’s leading experts in the policy issues behind infrastructure strategy, having previously served in numerous senior positions in the U.S. Senate and U.S. House of Representatives. In this capacity, Shant also advises public agencies on the federal compliance, regulatory, financing, and policy issues that are intrinsic to infrastructure delivery.

Andree Blais, Esq
Nossaman LLP
Andrée, a Partner in Nossaman LLP’s nationally recognized infrastructure practice, focuses on delivering major public infrastructure projects through P3s and other alternative delivery methods.
Andrée serves as a lead or key member of Nossaman teams working with public agency clients to advance some of the most complex procurements in the transportation and social infrastructure sectors, including Los Angeles County Metropolitan Transportation Authority’s Sepulveda Pass Rail Transit Program, Los Angeles World Airports’ Automated People Mover and Consolidated Rental Car Center, and the University of California, Merced’s 2020 Campus Expansion Project. She has significant experience in performance-based availability payment P3 projects.
Andrée offers the additional benefit of substantial infrastructure experience in Canada. While in Canada, Andrée led the legal team advising the Province of Alberta on its first two availability payment social infrastructure P3 deals.
Andrée, who had the privilege of beginning her legal career as a law clerk to the Hon. Mr. Justice Frank Iacobucci of the Supreme Court of Canada, co-authored Nossaman’s model social infrastructure P3 legislation.

Martijn Bolster, ING, DBIA

Martijn has over 27 years experience in design-build and P3 projects, including delivery of large and fast-paced bridges, roadways, transit and tunnel projects throughout North America, Europe and the KSA.
He has served as VP of Preconstruction, DB Manager and Sr. Construction Engineer on mega-projects with a focus on innovative construction methods, design management and interdisciplinary solutions.
Signature projects include the I-35W St. Anthony Falls Bridge project in Minneapolis, MN, the SAA P3’s in the Netherlands, the Riyadh Metro project, the Edmonton Valley Line West DBF and more recently large CM/GC, PDB and P3 projects for various clients throughout North America.
He is currently a Director at KMC Cost and Risk, and focuses on complex construction methods, procurement methods and risk management.
