Matt serves as Group Head for Plenary Group’s Civil Division. In this capacity, Matt is responsible for project development, delivery, and asset management, teaming and business development for all of Plenary’s civil projects in North America.
Matt has 30 years of hands-on experience in the heavy-civil construction industry and has been involved with the pursuit and delivery of P3 projects in both the U.S. and Canada over the last 15 years.
Matt also has been involved with design-build projects for over 25 years, including pursuit and on-site management of projects as a contractor on over $2 billion worth of design-build projects. Prior to joining Plenary, Matt was a senior executive leading all business development efforts for one of North America’s largest heavy-civil contractors (Flatiron Constructors).
Matt serves the industry as a board member and/or committee member to multiple engineering and construction advocacy groups.
Matt has a Bachelors and Masters in CE from the University of Colorado, Boulder, and is a registered design-build professional with DBIA.

Shant, a partner in Nossaman LLP’s nationally recognized infrastructure practice, advises public agencies on a wide range of innovative methods to procure and deliver the nation’s largest, most complex infrastructure projects. Clients have found tremendous value in his deep experience in P3 delivery methods, including revenue risk and availability payment models, pre-development agreements, and other forms of alternative delivery, such as CMGC and design-build. Shant currently serves as the lead or key member of the legal teams supporting the Los Angeles County Metropolitan Transportation Authority’s Sepulveda Pass Rail Transit Program, East San Fernando Valley Light Rail Program, and Link Union Station Project; the Massachusetts Department of Transportation’s NEVI Program and Service Plaza Operator Program; and the Louisiana Department of Transportation and Development’s I-10 Calcasieu River Bridge P3 Project.
Shant is one of the nation’s leading experts in the policy issues behind infrastructure strategy, having previously served in numerous senior positions in the U.S. Senate and U.S. House of Representatives. In this capacity, Shant also advises public agencies on the federal compliance, regulatory, financing, and policy issues that are intrinsic to infrastructure delivery.
