Join the DBIA NYC Metro Region for a dynamic panel discussion examining the critical role of bridging documents in project delivery. Featuring a diverse group of experts from the public and private sectors, this session explores how the decision to utilize bridging documents involves a complex balance of risk, control, and innovation. Panelists will share insights from the owner, designer, and contractor perspectives on how to navigate the “Spearin” doctrine, ensure competitive bidding, and determine when to transition to performance-based requirements to avoid stifling team creativity.

Technical Director for the Alternative Delivery Program at the New York City Department of Design and Construction (DDC) working on both Public Buildings and Infrastructure projects. He is a licensed architect with over 15 years of experience with a diverse background of past roles in the private sector. Most notably, Andrew was a Project Director at SHoP Architects for 7 years leading teams that designed multiple US embassies worldwide as well as tackling strategic initiatives for the Department of State, Bureau of Overseas Buildings Operations.

Ruth serves as the Design-Build Program Manager for the NYC DEP Bureau of Engineering Design & Construction. She is responsible for the delivery of the newly created Design-Build Program and for leading change through collaboration within NYC DEP. She has over 15 years’ experience designing and managing various water and wastewater infrastructure projects, of which 10 years were spent working on various alternative delivery projects in the Southeast and Mid-Atlantic prior to joining NYC DEP.

Isaac believes diverse perspectives are essential to delivering better project outcomes and actively works to cultivate them.
