Pat Foye is an Operating Partner at Ardian, where he focuses on transportation and infrastructure. He brings more than three decades of leadership experience across the public and private sectors, with a career spanning infrastructure, transportation, economic development, public utilities, and public-private partnerships.

Pat previously served as Chairman and CEO of the Metropolitan Transportation Authority (MTA) and as Executive Director of the Port Authority of New York and New Jersey. In these roles, he helped lead some of the region’s most significant transportation and infrastructure megaprojects, including the LaGuardia Airport Terminal B PPP and LGA redevelopment, the Goethals Bridge replacement as an Availability Payment PPP, major MTA modernization and capital initiatives, and broader regional transportation programs serving New York and New Jersey.

In addition to his industry leadership, Pat is an Adjunct Professor at Columbia University, where he teaches Public-Private Partnerships in Global Infrastructure Development. Through his work in government, private investment, and academia, he brings a practical

perspective on infrastructure delivery, public-sector leadership, procurement, financing, risk allocation, and long-term project governance.

Sheriff Naggar is a Project Manager & Claims Consultant with over 10 years of experience delivering mega Design-Build infrastructure programs, including projects with an aggregate portfolio exceeding $35B. He has supported landmark initiatives such as the Hudson Tunnel Project, Borough-Based Jail Program, and Penn Station Expansion, specializing in project management, risk management, dispute resolution, cost control, scheduling, and contract administration. Sheriff serves as Chair of DBIA NextGen and holds a Master of Science in Construction Management from Columbia University and a Program in Finance and Behavioral Economics from Harvard Business School.
