The Progressive Design-Builder envisioned a project where quality and collaboration were high. Tumult is often experienced between the Design-Builder and Owner Oversight (Owner Advisor and Owner Employees) with respect to quality management roles and responsibilities — creating heavy cost, schedule, and quality impacts. Using the US-89 Progressive Design-Build (the first PDB in Utah) as a project case study, we will explain how the Horrocks team came to develop an Integrated Quality Plan (IQP) and the many benefits this tool can pose for any Design-Build project.
