Orange Water and Sewer Authority (OWASA) is a public, non-profit agency providing water, sewer and reclaimed water services to the Carrboro-Chapel Hill community. Historically, OWASA has utilized a design-bid-build delivery model for our capital projects. With current market conditions, and a new strategic initiative to optimize project delivery, OWASA identified implementing collaborative delivery models, such as Construction Manager at Risk (CMAR) and Progressive Design-Build (PDB), for future capital projects, as a tool we wanted in our toolbox.  However, we were not sure where to start since we had not previously delivered a project via collaborative delivery
