Format: Virtual
The DBIA Virtual Training classroom is not an “online” experience, but instead a true “virtual” experience. It allows remote attendees a real-time participant experience, fully engaged with their instructor and others in the classroom.In the case of DBIA Certification Workshops in particular, this full engagement is critical. Full attendance at the workshop is a requirement for those seeking certification. As such, the following is required for those joining the classroom virtually:
- You MUST have video/camera capability on the computer you will be using;
- You MUST keep your video/camera on during the entirety of the training (you may turn it off during breaks and lunch). Each participant is expected to be visible as a class participant throughout the training, just as it would be if you were physically in the classroom;
- Please find a quiet location that will have minimal distractions/disturbances;
- Please Mute your microphone when you are not speaking; and
- Remain in the virtual classroom during class activities as they, too, will take place virtually and you are expected to participate.
DBIA instructors and staff will actively monitor your attendance and reserve to right to decline issuance of a certificate of completion should virtual attendees not actively participate based on the rules above.

Bill Godwin, DBIA, LEED AP
BACAR Constructors, Inc.
Bill Godwin is a Partner and Senior Project Manager with BACAR Constructors, Inc. located in Nashville, Tennessee. Bill was first exposed to the design-build method of project delivery as a student in Auburn University’s Cooperative Education program.
A 1983 graduate of Auburn University with a degree in Building Science, Bill has been with BACAR since 1986. BACAR Constructors has actively used design-build in the construction of industrial, commercial, recreational and health care projects for their clients throughout the Southeast and Midwest.
Bill serves as the primary company contact on prospective design-build projects. He is involved with all aspects of the project from initial site evaluations, infrastructure assessment, review of applicable codes, ordinances and regulations with local governments; preconstruction including value engineering, systems evaluation, constructability reviews, master planning, facility planning, critical path scheduling and project management. His current responsibilities include involvement with the daily management of the company including monthly review of financial reports, client development, contract negotiations and strategic planning.
A member of 2003 class of Designated Design-Build Professionals, Bill serves as a Senior Instructor for DBIA teaching Fundamentals of Project Delivery, Principles of Design-Build Project Delivery, Post Award Design-Build, Design Management and Performance Requirements to owners, architects, contractors and engineers. His teaching to public sector clients include NASA, the GSA, the Army National Guard, Department of Energy, the National Park Services, Federal Bureau of Prisons, Oak Ridge National Laboratories, Los Angeles Unified School District, Bureau of Reclamation and the Defense Information Systems Agency.
He is a current member of DBIA’s Standards and Policy Committee and a past member of the Education Committee. He is also active with the Middle Tennessee Chapter of the Associated Builders and Contractors.

Gregg is an environmental engineer with 38 years of experience in design and construction of environmental facilities. He has been a Registered Professional Engineer for over 35 years. He has performed 25 Design-Build projects over the past 20 years serving both as Design-Build Prime Contractor and as Design Partner/Subcontractor to the Design-Build Prime, including a national DBIA award winning project. His experience includes DB projects in the industrial, federal, and municipal sectors ranging from less than $1 Million to $140 Million. He also has specialized training and experience in Leadership Development and enhancing Team Effectiveness.

Project Delivery Executive with thirty-five years of experience in the design and build of a wide variety of municipal, federal, and commercial civil infrastructure and building projects that were delivered utilizing Design Build, EPC, Public Private Partnership (P3), CM at Risk or Hard Bid procurement models.
As a Senior Leader, has successfully managed profit and loss centers while working across business lines and with multiple client and business development stakeholders. Responsible for developing the strategic direction, establishing and executing business and marketing plans. Proven experience in design and construction operations, strategic and business development, stakeholder management, program management, project management, contract negotiation and administration, recruitment, supervision and development of professional staff, management of multi discipline design-build teams, project controls and cost estimating teams, union and non-union craft labor.
Managed the design, value engineering, permitting, estimating/bidding, scheduling, construction and operations of well over 3 billion dollars of large complex civil infrastructure, and environmental projects, including government and commercial, water and wastewater treatment facilities, pipelines, tunnels, canals, reservoirs, landfills, and utility SCADA systems.
Scott Churilla, DBIA

As a Vice President and Owner Advisor National Practice Leader for CDM Smith, Scott is responsible for growing CDM Smith’s business line of owner advisor services for collaborative delivery projects with a focus on the water market. Scott works with CDM Smith colleagues across North America in developing and identifying owner advisor service opportunities and supporting project teams in the execution of owner advisor scopes of work.
Prior to joining CDM Smith, Scott was a Director of Project Development for The Haskell Company where he was responsible for all aspects of water and wastewater project performance including client and business development, proposal coordination, execution oversight, contracts and project administration.
Previously, Scott was with HDR, Inc. for 14 years working with all HDR operating companies and business groups on integrated delivery (including design-build, EPC and construction management) projects and pursuits. Prior to joining HDR in April of 2005, Scott worked for Kiewit Corporation for more than seven years. Before working with Kiewit, Scott was general counsel to a mid-Atlantic heavy construction and coal mining and reclamation company for three years.
Scott has a Bachelor of Arts degree in Philosophy from Alfred University, Alfred, New York (1984) and he attained his Juris Doctorate from West Virginia University College of Law, Morgantown (1988).

The Designated Design-Build Professional© certification program is the premier credential for design-build professionals.
Through a combination of education, experience and testing, the DBIA certification program sets a recognized standard for design-build knowledge and expertise.
DBIA offers 2 types of certification
• DBIA©
The DBIA© certification requires from two to six years of hands-on experience of pre and post-award design-build.
• Assoc. DBIA©
The Assoc. DBIA© certification does not require hands-on field experience, however it requires a different type of experience:
Pre-award professionals (business development and acquisition/procurement)
Seasoned professionals new to design-build project delivery; and
Emerging professionals (AEC industry college graduates)

Degree not in an approved field of study? No degree? Candidates may qualify through additional experience.
• Three to six years of experience in design and construction industry.
• Completion of DBIA core courses
