Since joining DBIA in 2004, Lisa Washington has helped drive one of the most significant transformations in how our industry delivers projects. She began as DBIA’s Vice President of Education and Conferences and was named Executive Director and CEO in 2009. In 2013, Engineering News-Record named Lisa one of its Top 25 Newsmakers of the Year for leading a coalition effort that helped the U.S. Army Corps of Engineers significantly strengthen its design-build procurement processes. And in 2023, she was inducted into the National Academy of Construction, recognized as a transformational leader who has advanced collaboration and helped elevate best practices across the industry. Beyond DBIA, Lisa continues to help shape the future of the built environment as a member of the Board of Regents for the National Institute of Building Sciences Collaboration Academy.

Mr. Desai has over 29 years of experience in performing various levels of engineering and project management in the transportation and water/wastewater industry. Mr. Desai holds master degrees from Indian Institute of Technology, Mumbai, and University of Southern California. Mr. Desai is a registered Professional Engineer in State of California, a LEED accredited professional, and Program/Project Management Professional.

Jeff Gagné, PE, FDBIA, is a Vice President and Delivery Officer and Design-Build Principal for the HNTB Corporation. With over 30 years of experience in alternative delivery transportation projects, Jeff has worked on highways, bridges, transit and rail projects for private and public sectors nationwide. He oversees project delivery in the Southeast Division and is a registered Professional Engineer in four states. He is a Director of the DBIA Certification Board, serves on the DBIA Transportation & Aviation Committee and is a DBIA Fellow. Jeff is a University of North Carolina at Charlotte graduate and served as a non-commissioned officer and engineer in the Army for multiple operations.
