Join us as DBIA unveils our new Position Statement, "Procuring the Design-Build Team." This statement advocates for prioritizing team qualifications over traditional procurement metrics like price and schedule. DBIA emphasizes that the most successful design-build projects result from teams that share values, cultural compatibility, trust and an integrated project delivery mindset.
We'll explore various team selection methodologies, including full team selection, core team selection and the design-builder first approach. Participants will gain valuable insights into how these strategies can enhance project outcomes and promote collaboration among key stakeholders.

Shannon Gustine joined Hensel Phelps in 1996 with a Master of Science from Oregon State University and a Bachelor of Science from Santa Clara University in Civil Engineering. Most of her career has been in Northern California working on a variety of projects in multiple market sectors with a focus on projects administered through alternative delivery methods. In 2015, she relocated to the Pacific Northwest to re-establish the Hensel Phelps office and presence in that region. She is currently Regional Vice President with oversight over all operations in Northern California.
Shannon is passionate about growing small and diverse businesses in addition to fostering inclusive work environments. Through active mentorship and work with industry initiatives like AGC’s Culture of CARE, Shannon is committed to making an impact in both our organization and our industry. Focused on true collaboration and maximizing value on our projects, Shannon is also on the National Board of Directors of DBIA.
William G. Kent, FDBIA

Bill Kent started his career with Mortenson in 1987 and he currently serves as a Construction Executive with Mortenson’s operations in the Pacific Northwest. During his tenure with Mortenson, Bill has served in the roles of estimator, field engineer, project manager, and senior project manager on a variety of projects including education, justice and corrections, corporate, and civic, all of which were delivered utilizing some form of integrated delivery. He is currently serving as Immediate Past President of the NW region. Bill received his DBIA Certification in 2004 and he has been teaching the Fundamentals, Principles and Post Award certification classes as a DBIA instructor since 2008. As an adjunct instructor for the University of Washington’s School of the Built Environment, he also teaches an upper level class on integrated design-build project management.
Susan O'Connell, AIA, LEED AP BD+C, DBIA

With over 35 years of experience leading multi-disciplinary teams in planning, programming and designing large, complex projects, Susan is at the forefront of design-build delivery. In addition to serving as a Managing Principal at AC Martin, overseeing the Aviation, Higher Education, K-14, Civic and Special Services markets, she currently serves on both DBIA Regional and National Boards.
Her passion is rooted in developing design-build partnerships that accomplish targeted project goals and exceed their clients’ expectations. Susan’s repeated success in building consensus and enthusiasm in large, complex teams exemplifies her prowess with design-build delivery. Her approach starts with her ability to listen and understand key concerns, distill a wide range of input and identify common ground so that, through a collaborative process, an innovative design solution is found and embraced. She received her Bachelor of Architecture from the University of Southern California and her Master of Architecture from Columbia University.
