Join us as we review several key initiatives spearheaded by DBIA’s Owner Advisor Committee and Owner Readiness Subcommittee. We’ll then explore the important topic of project preparedness with an overview of the Charles Pankow Foundation’s “Building Owners Assessment Tool” (BOAT), which is a new resource unveiled just last year. We’ll also cover the research currently underway by the Owner Readiness Subcommittee, which aims to optimize preparation for design-build delivery through training and education. Jerry DeZern is a Vice President for Citadel CPM, Inc., a Small Business Enterprise, headquartered in Pasadena, CA. Citadel provides professional construction and design management services in support of public and private sector institutional Owners in the delivery of their capital improvement projects in the education, municipal, healthcare, infrastructure and justice sectors. Jerry is currently focused on the Education Sector. He has broad experience in the Design and Construction industry, having worked for Owner/Developer, Contractor, Subcontractor and Design organizations. His project portfolio includes U.S. and international projects in the healthcare, aviation, educational facilities and commercial/retail markets. Jerry is currently serving on the Owner Advisor Committee and is Chair of the Owner Readiness Subcommittee.
Carrie Sturts Dossick, Ph.D., P.E.

Carrie Sturts Dossick is a P.D. Koon Professor of Construction Management and the Associate Dean of Research in the College of Built Environments, University of Washington. Dr. Dossick also holds an adjunct professor appointment in the Department of Civil and Environmental Engineering. She has over two decades of research and teaching experience focused on emerging collaboration methods and technologies such as collaborative delivery, Building Information Management (BIM), Virtual Reality and Digital Twins. One of her most recent research and teaching projects include a Charles Pankow-funded project called the Building Owner Assessment Tool (BOAT).
Dr. Bryan Franz
Associate Professor, Construction Management
University of Florida
Dr. Bryan Franz is an Associate Professor of Construction Management at the University of Florida. He is a researcher and educator dedicated to improving the project delivery process in the building construction industry. Specifically, he studies organizational strategies for assembling, managing, and evaluating successful project teams. These strategies include the use of alternative delivery methods, such as design-build, modeling of project networks, and identifying the relational competencies needed for future project managers.
