DBIA was founded in 1993 during an era when design-build, as a delivery system, was infrequently used and largely unknown. Since that point, the acceptance and application of design-build processes and tools has grown exponentially due to the high value achieved. We stand on the precipice of the largest wave of utility and infrastructure construction activity over the next 3-7 years driven by The Infrastructure Investment and Jobs Act (IIJA), Inflation Reduction Act (IRA), state funding sources, along with underlying safety and customer demand. Students of history will recognize that opportunity is created out of disruption, not stability. This disruption originates from the pandemic aftermath with a concept of VUCA – Volatility, Uncertainty, Complexity, and Ambiguity. COVID19 and the subsequent lockdown, supply chain challenges, geopolitical conflicts, political instability, cascading inflation, potential recession, etc. define this VUCA period.
