Since gaining authorization to use design-build delivery in 2019, DDC has built a pilot program of extraordinary public buildings valued at over $700M, including state-of-the-art new recreation centers and operations facilities for the Parks department and a new community greenhouse. The program has upended expectations of what's possible: completing projects years faster, on budget, with record M/WBE participation and in partnership with some of the country's top architects and builders. What's next? DDC is bringing the same level of innovation to its transportation and stormwater programs, leveraging lessons learned to deliver new green infrastructure and raised crosswalks citywide, and preparing for a new over-water esplanade that will help "complete the loop" of pedestrian and cycle infrastructure around Manhattan. This session will share how DDC is embedding ambitious goals for quality and sustainability into its process while fostering the innovation and collaboration needed to upgrade NYC’s infrastructure for the next century.

Tom Foley currently manages the overall direction of New York City’s Department of Design & Construction (DDC) Public Buildings Division, supported by almost 450 executives, managerial, professional and administrative staff with over 711 active projects, serving 26 client agencies with portfolios valued at over $34 billion dollars. He is responsible for the management of the design & construction of the Public Buildings Capital Program including Civic, Uniform Structures and Project Controls such as Cultural Institutions, Libraries, Public Safety, Health & Human Services within the City’s five (5) Boroughs. Tom has guided DDC towards an integrated design-build project delivery approach with an emphasis on Design-Build Done Right® for New York City’s DB projects.
