Ray Moran, P.E., DBIA, Ray is currently the Area Manager of Construction Services for PB’s NY & NJ operations.  Ray has served as Owner’s Representative in construction on numerous DB projects over his 20 year career both nationally and internationally.  His Recently Completed DB Projects include the SCDOT Replacement of the Ben Sawyer Bridge and NYSDOT’s 1st DB project, the Emergency Reconstruction of NYS Route 42 after Hurricane Irene.

Brendan Smith, P.E. ENV SP, WSP

Brendan W. Smith is a Lead Civil Engineer with WSP and holds BS and MS degree from Manhattan College.  He has 12 years of experience in highway design, utilities, Maintenance of Traffic (MOT) and construction management within the New York City, functioning in both technical and managerial capacities. Since 2014, Mr. Smith has been responsible for the development of MOT plans for the LGA Central Terminal Building project. The landside design features a complex roadway network which provides access and egress to the existing and the new Central Terminal Building.

The MOT plans consist of multiple packages which include drainage, roadway alignments and profile, temporary signage, pavement markings, ITS and lighting. Development of the packages requires close coordination with all stakeholders which include the client, the contractor, city and state agencies. For each phase, Mr. Smith tested concepts with WSP’s traffic modelling group to develop concepts and implement the sequencing of construction to successfully minimize

Mir Dema

Mir Dema is a Senior Project Engineer with over 19 years of construction industry experience. He has worked with Skanska USA Civil in New York City for over 15 years. He is experienced in Heavy Civil operations relating to structural steel, piling, welding, concrete and staging/logistics. He has served in various roles ranging from Project Manager to Project Superintendent. Being involved with the LGA Central Terminal Building project since the bid development, Mr. Dema has been responsible for the construction phasing/planning and design- build development of the MOT plans. Mr. Dema also is involved with site-wide coordination and technical assistance with the various project teams as needed. He works in conjunction with WSP in developing the MOT plans to best capture the construction work zones while maintaining the same or better level of service for the existing airport roadway network.
