Fulton County, Georgia, has achieved a historic milestone by successfully completing the largest capital project in the county's history and Georgia's largest Progressive Design-Build project. This $325 million advanced treatment plant, with a capacity of 32 million gallons per day, replaces an outdated facility, positioning Fulton County for future growth while positively protecting millions of downstream users by significantly reducing wasteload to the Chattahoochee River. The team navigated unprecedented challenges, including the COVID-19 pandemic, supply chain disruptions, and hyperinflation in construction costs, all while ensuring the existing plant remained operational during the construction and commissioning of the new facility. At the heart of this success was a robust culture of collaboration and teamwork established during the preconstruction phase and rigorously maintained throughout the six-year implementation period. This presentation highlights a remarkable journey, showcasing how a commitment to true collaboration and a focus on successful project completion guided every decision. All team members are thrilled with the project's success and eager to share with others our story of resilience and achievement.

David Clark is the Director of Public Works for Fulton County, Georgia. As Director he is responsible for the water and wastewater systems serving over 105,000 customers, the Fulton County Executive Airport, 70 miles of roadway and drainage infrastructure and all planning and zoning functions within the unincorporated area of the Fulton Industrial District, Prior to Fulton County, Mr. Clark served 18 years as Director of Transportation and Public Works for Athens-Clarke County.
