Shannon Spence, PE, is the Project Management Office Director at Prince William Water (PW Water) in Virginia. As Director she oversees a 200M/year CIP. She also has served as the Director of PW Water’s 24MGD advanced wastewater treatment plant. Ms. Spence also worked as a consulting engineer for 20 years specializing in construction, and controls systems design and before that as a union electrician in NYC. Ms. Spence is a licensed PE.

Linnell Stanhope has built her career in the construction industry with the last 25 years being in heavy civil and infrastructure work. She started procuring work through alternate delivery in 1996 while working in the Midwest winning a DBIA National Award for a WWTP in Andover, Kansas. Linnell joined Crowder Construction Company and moved to North Carolina 10 years ago. Crowder completes work throughout the Southeast as a mid-sized water/wastewater contractor. Her focus has been on delivering projects through methods that have included Design-Build, CMAR, and negotiated work for public, private, and federal clients. Linnell’s passion for the “win-win-win” opportunities created through collaborative procurement drove her to become involved in helping to resolve the impediments to Design-Build in the Carolinas. She currently sits on the Regional Board for DBIA SE and is one of the founding members for the DBIA Carolinas Chapter.

Dave is Burns & McDonnell’s National Construction Director for BMCD’s water business, with over 35 years of experience delivering major infrastructure projects across the country. Dave served as the Project Director for Wichita Water Partners, and led the team’s efforts for successful delivery of the NWWF.
