A panel consisting of an Owner, Contractors and Engineers will discuss insightful, tough, and sometimes awkward issues regarding effective teaming, collaboration, and integration. Topics will include: How are teaming decisions made? Why are agreements becoming more difficult to negotiate? What do your teaming partners need to improve? How can we manage the risk instead of just shifting it? Who should be responsible for liquidated damages? Can you rely on quantity estimates? Do early start packages really work? How does Progressive Design-Build change the conversation?
Objectives
1. Attendees will be able to identify critical issues that should be considered when making design build teaming decisions.
2. Attendees will be able to plan for design build agreement negotiations with a better understanding of their design build partner’s concerns.
3. Attendees will be prepared to evaluate how their organization can be a better design build partner

Chris Gaskin
Design-Build Engineer
South Carolina Department of Transportation
Chris Gaskins is the Preconstruction Design-Build Engineer for the SCDOT where he leads an innovative, 12-engineer group that oversees the delivery of statewide design-build projects. A recent accomplishment of the Group is the development and implementation of the Design-Build Procurement Manual, of which Mr. Gaskins facilitated the process. Chris is the most recent recipient of DBIA’s 2018 Transportation Leadership Award. He has also achieved DBIA Certification along with every member of the SCDOT Preconstruction Design-Build Group. His involvement with DBIA has led to the incorporation of a majority of DBIA’s Best Practices into SCDOT’s design-build procurement process. Additionally, Mr. Gaskins co-chairs a transportation design-build subcommittee that is a partnership between SCDOT, ACEC-SC, and CAGC and chairs the steering committee for an “SCDOT Design-Build Effectiveness and Efficiency” research project. He earned B.S. and M.S. degrees in geology and civil engineering, respectively, from the University of South Carolina.

David Pupkiewicz is the Senior Director of Business Development for Archer Western’s Heavy Civil– SE Division. Dave has over 30 years of DB experience spanning numerous market sectors including highways, bridges, airports and transit/rail. His role involves opportunity tracking, team creation, contract negotiation and pursuit management. He has been actively involved in the development and improvement of DB processes for several state DOTs and was recognized with Fellow status as a DBIA Designated Design-Build Professional.

Jason is the Senior Vice President of Alternative Project Delivery for The Branch Group. He joined Branch in 2016 and has served in several positions beginning as Vice President of Design-Build for Branch Civil. Jason oversees The Branch Group's Alternative Project Delivery program for the civil, building and MEP business units: Branch Civil, Branch Builds and Hopkins | Lacy.
Shannon Sweitzer

Shannon graduated from North Carolina State University with a BSCE and has over 30 years of experience in transportation project delivery including preconstruction, project procurement, materials, construction oversight, right of way acquisition and utility relocation. Shannon joined S&ME after 20 years’ experience with NCDOT. Shannon has been engaged in alternative project delivery for over 20 years.
